The Scientific and Practical Society of Microbiologists of Uzbekistan is a voluntary, non-profit scientific and public organization that brings together citizens of the Republic of Uzbekistan who professionally work in the fields of microbiology, biotechnology, virology, ecology, agriculture, industry, biochemistry, biophysics, bioorganic chemistry, molecular and cellular biology, medical chemistry, and related scientific disciplines concerning microorganisms of various classes and the products of their vital activity.

The Society is established to create conditions for uniting the efforts of specialists from scientific and practical institutions with the aim of searching for, developing, and implementing the most effective forms and methods of work to advance research in microbiology, biotechnology, biochemistry, and related areas of bioorganic chemistry and physico-chemical biology, as well as to introduce the results of scientific research into practice.

The activities of the Society are carried out in close cooperation with the Ministry of Health, the Legislative Chamber of the Oliy Majlis, the Ministry of Justice of the Republic of Uzbekistan, environmental committees, research institutes, and higher educational institutions engaged in addressing pressing issues in microbiology, biotechnology, ecology, agriculture, and industry, as well as with healthcare management bodies, state sanitary and epidemiological services, educational and scientific institutions, and other public associations.

Goals and Objectives of the Society

The Society is established to promote coordination and integration of efforts of scientific and practical institutions and their specialists aimed at improving the system of microbiology, biotechnology, agriculture, light and heavy industry, pharmaceuticals, medicine, anti-epidemic measures, prevention of infectious diseases among the population, promotion of актуальных issues of a healthy lifestyle, and addressing urgent and quarantine-related problems in this field of science.

The main objectives of the Society include:

  • promoting scientific research in theoretical and applied issues of microbiology, biotechnology, pharmaceuticals, medicine, epidemiology, virology, applied immunology, parasitology, ecology, and environmental protection;

  • providing scientific and practical assistance to institutions and organizations of the state sanitary and epidemiological service, healthcare, ecology, agriculture, industry, and environmental protection;

  • participating in the development of comprehensive target programs, development concepts, plans for ensuring microbiological safety, sanitary and epidemiological well-being, and biotechnology for the development of the national economy;

  • organizing and conducting independent public expertise of plans, programs, and measures related to environmental protection, public health, epidemiological well-being, quarantine services, particularly hazardous infection facilities, draft laws, resolutions, and other regulatory documents;

  • promoting analysis and comprehensive study of the causes of emergence and spread of diseases of plants, humans, animals, and other organisms, infectious diseases among the population at both national and regional levels, and preparing independent expert conclusions and recommendations for rapid response to outbreaks, epidemics, and other problems;

  • developing proposals and recommendations based on domestic and international experience on effective methods and means of plant protection, soil fertility improvement, food quality and safety assessment, detection and prevention of infectious diseases, and submitting them to the Ministry of Agriculture, Ministry of Health, Veterinary Committee, and other relevant authorities for practical implementation;

  • participating in the development of a scientifically grounded system for training specialists in the Society’s profile;

  • participating in the development and expert evaluation of pre- and postgraduate training programs for sanitary-epidemiological specialists, microbiologists, laboratory technicians, and veterinarians;

  • promoting professional development of Society members and enhancement of their professional knowledge and skills;

  • organizing and participating in symposia, conferences, exhibitions, and other events on epidemiological well-being, prevention of infectious diseases, and public health protection;

  • conducting scientific and practical conferences, symposia, professional meetings, and other events;

  • publishing and participating in the publication of literature, audio and video materials, and other products on актуальные problems of microbiology, biotechnology, and public health protection;

  • organizing the search, translation, publication, and dissemination of scientific and practical materials consistent with the objectives of the Society;

  • promoting nationally and internationally the achievements and best practices in disease prevention and the activities of the Society;

  • counteracting pseudoscientific concepts that harm human health, anti-epidemic measures, and the environment;

  • providing consulting and information support on issues related to the Society’s activities;

  • ensuring social protection of Society members;

  • cooperating with foreign countries on matters within the competence of the Society;

  • establishing international relations and exchanging literature in accordance with established procedures;

  • organizing participation of Society members in international exchanges relevant to the Society’s objectives;

  • carrying out other activities not prohibited by law and consistent with the objectives of the Society.

Rights and Obligations of the Society

The Society has the right to:

  • conduct entrepreneurial activities in accordance with the Civil Code and other legislative acts of the Republic of Uzbekistan;

  • establish regional branches of the Society within the Republic of Uzbekistan;

  • establish mass media and carry out publishing activities in accordance with the law;

  • create public associations and/or unions (associations);

  • join international public associations, maintain direct international contacts, and conclude agreements with international non-governmental organizations;

  • exercise all powers provided by laws on public associations.

The Society is obliged to:

  • comply with the legislation of the Republic of Uzbekistan and generally recognized principles and norms of international law relevant to its activities;

  • ensure public access to annual reports on the use of its property;

  • annually inform the registering authority of the continuation of its activities;

  • submit, upon request of the registering authority, decisions of governing bodies and officials, as well as annual and quarterly reports within the scope provided to tax authorities;

  • allow representatives of the registering authority to attend events organized by the Society.

Structure of the Society

The structure of the Society consists of its structural subdivisions—regional branches within the Republic of Uzbekistan. Branches may be established in the Republics, regions, provinces, autonomous districts, and major cities such as Tashkent, Samarkand, Nukus, and others. Regional branches may operate on the basis of the Society’s Charter or their own charters adopted by their supreme governing bodies. From the moment of state registration, branches acquire legal entity status. The charters of structural subdivisions must not contradict the main provisions of the Society’s Charter.

The supreme governing body of a branch is the General Assembly (Conference), convened by the Chairperson as necessary, but at least once a year. The General Assembly is authorized to resolve all issues of the branch’s activities. Its exclusive competence includes the establishment, reorganization, or liquidation of a branch, election of its chairperson, election of delegates to the Congress or Conference of the Society, and approval of reports.

The Chairperson of a branch exercises overall leadership between General Assemblies and makes decisions on all matters except those within the exclusive competence of the General Assembly.

The Society may establish branches and representative offices within the Republic of Uzbekistan and abroad. Decisions on their establishment, approval of regulations, and appointment of heads fall within the competence of the Society’s Board.
